This is not exactly correct. FEMA did run out of disaster relief funds due to congress failing to pass a full FY budget before Oct1, or at least a CR that included FEMA disaster funds. They did have funds left in the resettlement (remember congress specifies what money goes where, only ones that can change that is congress) admin funds. These funds could only be used for admin purposes (again congress placed the restriction). This is a failure of congress doing their job and passing budgets on time for the next FY. Who controlled congress?

Make no mistake, this is the first step to make social media illegal for everyone. I'd like to make a few brief observations about the "end" of the Middle East conflict. First, Iran has achieved a strategic victory against the world's leading military power. Second, I'd like to say that this is certainly not the end of the story; it's just another chapter being closed. No one in Israel is happy with this agreement, they achieved absolutely nothing from this war. Furthermore, it remains to be seen whether Israel will actually withdraw IDF troops from southern Lebanon, a crucial clause for compliance with the agreement.
