Operation SAFE CORRIDOR is a Federal Government of Nigeria humanitarian operation established in 2015 to support the deradicalization, rehabilitation and reintegration of low-risk individuals formerly associated with terrorist and violent extremist groups who voluntarily surrender. The programme is part of Nigeria’s non-kinetic counterterrorism strategy, complementing military operations by providing a structured pathway for individuals who disengage from violent extremist groups to return to civilian life under strict supervision. The goal is to reduce the cycle of violence, support community stability, and consolidate military gains achieved on the battlefield.

Operation SAFE CORRIDOR is a program for low risk individuals associated with terrorists and criminal groups across Nigeria who have successfully completed the Federal Government led De-radicalization, Rehabilitation and Reintegration (DRR) programme, and not “repentant terrorists”. 1 - According to details heard on this space, Boko Haram/ISWAP apparently rape captured Men and Women repeatedly in addition to drugging them up as process of coercing, controlling. manipulating and radicalising their victims. 2 - Apparently a lot of victims of Kidnap are turned into menial workers who run errands for these terrorists and also work on the farms to cultivate cash crops for sale and for feeding of these terrorists. 3 - The much discussed Operation Safe Corridor which aims to rehabilitate and integrate low risk associates of these terrorists and it strictly excludes those involved in active kinetic engagement of our military i.e those who bomb, attack and kill civilians and soldiers. 4 - The Operation is strictly for those forcefully coopted and coerced into criminal activities like concealing and transporting weaponry, Spying, Farm workers, Menial workers and so on who are mostly victims of circumstance. 5 - The Operation also does not handle women and girls. They are rescued and handed over to specific organisations who partner with the ministry of women affairs, the UN and other international partners. 6 - Another peculiarity is that these victims also require medical attention as they often appear to not only need psychosocial rehabilitation they also require treatments for STIs and STDs contracted from these terrorists. 7 - The number of low-risk Boko Haram/ISWAP terrorists who surrendered or captured members and have gone through the Disarmament, Demobilization, Rehabilitation, and Reintegration program as at August 2025 is about 2,900. 8 - The deradicalisation program is conducted by the Federal Correctional Service in conjunction with various local and international partners. 9 - The Program is headed by the defence HQ and has more than 17 other agencies, MDAs, state governments and ministries involved. The operation is chaired by the Chief of Defence Staff with its core rehab operations led by civilians. 10 - The identity, NIN and BVN of every rehabilitated client who has hone through the program are with the relevant security agencies.

@oMoTonsore OPSC has 17 MDAs working directly at the strategic, operational and tactical levels. All 17 MDAs have personnel deployed at the OPSC camp currently in Gombe. It is the best example of whole of govt. approach towards the comprehensive solution of a National program.

It is important to understand who many of these clients are. A significant number are themselves victims people abducted, coerced, raped, tortured, or forced to serve insurgent groups under extreme conditions. Some were used to carry weapons and supplies, not by choice but under threat to their lives. When such individuals escape and surrender, should we kill them?

OPSC GRADUATES 744 CLIENTS FROM THE FEDERAL GOVERNMENT’S DRR PROGRAMME Operation SAFE CORRIDOR today graduated 744 low risk clients from across Nigeria who have successfully completed the Federal Government led De radicalization, Rehabilitation and Reintegration programme at Mallam Sidi, Gombe State. The event was attended by representatives of all 17 OPSC MDAs, international partners, state government representatives from clients’ states of origin, as well as officials from the embassies of Cameroon, Chad, Niger and Burkina Faso. Traditional and religious leaders in Gombe State were also present, underscoring the importance of community ownership in the reintegration process. Relief materials were provided to all graduating clients by @NEMA, while starter packs were supported by @IOM_Nigeria with donor funding from @FCDOGovUK and the @EUinNigeria . Breakdown: Abia 2, Adamawa 10, Akwa Ibom 1, Anambra 2, Bauchi 12, Borno 597, Ebonyi 3, Enugu 1, Gombe 6, Jigawa 6, Kaduna 7, Kano 15, Katsina 3, Kebbi 1, Kogi 5, Nasarawa 4, Niger 2, Plateau 2, Sokoto 2, Yobe 58. Foreign nationals include Burkina Faso 1, Cameroon 1, Chad 2, Niger Republic 4. Graduating today are individuals who once lived normal lives with dreams, visions and aspirations. However, due to circumstances beyond their control, many were abducted, coerced, or drawn into the complexities of conflict, losing the opportunity to pursue those aspirations. That claim isn’t accurate. Operation SAFE CORRIDOR is not a “cash cow”; in reality, the programme has long faced funding and ownership gaps, and greater public understanding and support would go a long way in strengthening it. At the same time, the Federal Government is actively supporting victims of terrorism through multiple MDAs such as the National Emergency Management Agency (NEMA), the North East Development Commission (NEDC), and state-led initiatives, particularly by Borno State. These efforts cover humanitarian relief, reconstruction, and community stabilization programmes. It is also important to understand who many of these clients are. A significant number are themselves victims people abducted, coerced, raped, tortured, or forced to serve insurgent groups under extreme conditions. Some were used to carry weapons and supplies, not by choice but under threat to their lives. When such individuals escape and surrender, the question is not whether to punish them blindly, but how to manage them lawfully and responsibly. That is precisely what the DRR programme is designed to do to separate victims and low risk individuals from hardened fighters, rehabilitate them, and reduce the cycle of violence. Framing the programme as profiteering ignores both the legal obligations and the human realities of the conflict.

Point of Clarification Operation SAFE CORRIDOR today graduated 627 clients, comprising low risk individuals associated with terrorist and criminal groups across Nigeria who have successfully completed the Federal Government led De radicalization, Rehabilitation and Reintegration (DRR) programme, and not “repentant terrorists.” These individuals voluntarily surrendered or were processed through appropriate channels following arrest during military operations. The programme is not an act of leniency, but a structured national security tool designed to manage low risk individuals (persons who were abducted and coerced into joining the group, forcefully conscripted or unrelated victims of crime and circumstances) in line with International Humanitarian Law (IHL) and the Law of Armed Conflict (LOAC), to which Nigeria is a signatory. In particular, the humane treatment of persons who are hors de combat is guided by Common Article 3 of the Geneva Conventions, which mandates dignity, protection, and due process. Similar DRR frameworks are implemented globally in countries such as Colombia, Northern Ireland, Rwanda, Liberia, etc as well as within United Nations supported peace operations. Beyond its humanitarian and legal basis, the DRR programme also directly supports ongoing kinetic operations by creating credible pathways for defection and surrender from the battlefield. This has contributed to reducing the number of active fighters, weakening insurgent structures, and enhancing intelligence gathering. While public emotions around reintegration may be understandably high, adherence to IHL obligations remains essential, and the DRR programme is a critical component of Nigeria’s comprehensive approach to conflict resolution.
