Not Ozai, Iroh, or anyone else who would have literally been shaped by fire nation propaganda and probably abuse.

Ozai wasn’t born evil… but growing up under Azulon definitely twisted him into becoming a monster.
The Fire Nation royal family was basically built on power, fear, and emotional abuse. Iroh lost his son and became wiser from pain… Ozai looked at that same pain and saw an opportunity to steal the throne. That says a lot about who he became.
What makes Ozai terrifying isn’t just that he was cruel, it’s that he fully embraced cruelty. He raised Azula to believe love was weakness, treated Zuko like a disappointment, and turned his own family into weapons.
So yeah, terrible parenting played a role… but at some point Ozai stopped being a victim of the cycle and became the embodiment of it.
