Yesterday at State House Entebbe, I delivered a Lecture of Opportunity to student officers from the War College of Mali. I emphasised that Africa’s prosperity lies in production, value addition and expanding our markets through economic integration. I also stressed that the continent must build the capacity to defend its interests on land, in the air, at sea and in space, while remaining committed to Pan-Africanism, patriotism and African solutions to African problems.

Today at State House Entebbe, I met H.E. Pekka Haavisto, the United Nations Secretary-General’s Personal Envoy for Sudan. We discussed the conflict in Sudan and the wider region. I reiterated that many of these crises stem from ideological mistakes and the failure to respect the identities of people in multinational states. Sustainable peace can only come through dialogue, not force. I also reaffirmed Uganda’s commitment to hosting refugees, who are our people and continue to contribute to our country’s development.

This will help them to get more leads and tips, which they can then follow and verify so as to fight the corrupt. The Office of the President has over the years received valuable monthly reports from RDCs across the country highlighting corruption, abuse of office, financial mismanagement, and failures in service delivery. Currently, the government, through an inter-ministerial committee led by the minister of local government, has intensified nationwide monitoring of the government programs with a view to holding accountable all those involved in corruption tendencies during the implementation of these projects. The Ministry for the Presidency will also soon undertake extensive monitoring visits across the country to assess the implementation progress of the Parish Development Model (PDM), our flagship program for household wealth creation and poverty eradication. During these visits, officials will engage the beneficiaries, and particular attention will be paid to the implementation of H.E. the President's 4-Acre Model, which provides practical guidance on maximizing productivity despite increasing land fragmentation. Accordingly, I direct all RDCs and RCCs to work closely with Chief Administrative Officers (CAOs), District Production Officers (DPOs), Community Development Officers (CDOs), District Engineers, and all other technical officers to ensure effective supervision of PDM implementation. Every district should maintain comprehensive records indicating the number of beneficiaries who have received PDM funds, the enterprises they invested in, how those enterprises were selected, the extension services provided, enterprise performance, and the status of loan recovery under the revolving fund. The government also expects implementing officers to fully utilize the Parish-Based Management Information System (PBMIS), the sixth pillar of the PDM, to maintain accurate, updated, and verifiable implementation data. My deepest condolences to the families, loved ones, the entire King David community Ndejje and Ministry of Education and sports. I pray for full and quick recovery for all children still receiving treatment. Sincere gratitude to the health teams, community leaders, and the regional emergency teams for their courage and compassion in responding to the tragedy. CONDOLENCE MESSAGE On behalf of the @NRMOnline ,I extend our deepest condolences to the families who have lost their beloved children and loved ones in the tragic road accident involving King David Junior School (Ndejje) pupils. The tragic accident occurred yesterday in Kapchorwa District. The loss of 20young pupils and one adult is heartbreaking and has plunged the entire nation into mourning. At this difficult time, our thoughts and prayers are with the bereaved families, the school community and the entire country. We pray for God's healing and wish those injured a quickiest recovery. We call for a prompt and immediate investigation into the cause of this accident. I also urge all road users especially those charged with carrying passengers especially children, to exercise maximize caution while on the road. We call for calm while investigatiions continue. May the Almighty grant eternal rest to the departed souls and comfort their families during this difficult time.

Yesterday at the Uganda Media Centre, I addressed the public on the critical moment in our country's development journey, when the government has embarked on a renewed and decisive campaign to strengthen accountability, improve service delivery, and eliminate corruption from public service. The President has made it abundantly clear that corruption remains one of the greatest obstacles to Uganda's social and economic transformation and has accordingly directed all government institutions to intensify the fight against this vice. This directive is not merely an administrative instruction. It is a national call to action aimed at protecting taxpayers' money, restoring integrity in public service, and ensuring that every government program delivers meaningful benefits to the people of Uganda. The Government of Uganda continues to invest substantial public resources in roads, schools, health facilities, water projects, electricity infrastructure, markets, industrial parks, agricultural programs, and other interventions intended to improve the quality of life of our citizens. Every shilling invested belongs to the people of Uganda and must therefore produce measurable results. Unfortunately, corruption, negligence, poor supervision, and weak accountability continue to undermine these investments. Cases of abandoned projects, delayed completion, inflated contract costs, shoddy work and poor workmanship, fraudulent payments, ghost projects, and misuse of public resources remain a major concern. Such practices deny the wananchi quality services and slow our national development agenda. Government will therefore not tolerate any conduct that undermines service delivery or wastes public resources. As Minister for the Presidency, under whose docket falls the coordination and supervision of RDCs and RCCs, I directed all RDC/RCCs, Deputies and their Assistants to significantly strengthen monitoring and supervision of all Government programmes and projects within their respective jurisdictions. Monitoring should no longer be treated as an occasional administrative activity. It must become a continuous exercise covering every stage of project implementation—from planning and procurement to execution, completion, and commissioning. Every government-funded project must receive close attention. Whether it is a classroom block, health center, road, bridge, market, water supply system, electricity extension, PDM enterprise, or any other public investment, RDCs must ensure that implementation follows approved plans, timelines, and contractual specifications. No project should be abandoned without immediate intervention. Accordingly, I directed all RDCs, RCCs, Deputies and their Assistants to maintain updated district project monitoring registers capturing the status of every major government project under implementation. These reports should clearly indicate project progress, implementation challenges, contractor performance, and recommended interventions. These reports should continue to be submitted regularly to the Office of the President to facilitate timely decision-making. Secondly, I also directed RDCs, RCCs, and all accounting officers to intensify the fight against corruption in all its forms. Government has received disturbing reports involving the selling of government jobs at both central and local government levels. Public employment is not a commodity for sale. Similarly, the government will not tolerate collusion between accounting officers, procurement officials, technical staff, contractors, and service providers who certify and authorize payment for incomplete or non-existent works. To enhance citizen participation in this fight against corruption, I urged all RDCs/RCCs, deputies, and their assistants to clearly display the toll-free anti-corruption hotlines (0800-320-320) at their office premises so as to enable the quick reporting of corruption cases.

Together with Hon. Simon Mulongo, I visited the King David children who were involved in the tragic accident in Kapchorwa. We found 9 children in critical condition at Mbale Regional Referral Hospital, 16 children receiving treatment at Kaserem Health Centre, 3 children at Bulambuli Health Centre IV, and the rest at Kapchorwa Hospital. Sadly, 20 children and 1 adult, who happens to be the founder and director, Mr Tadeo Ssekade, have gone to be with the Lord. We extend our deepest condolences to their families, loved ones, and the entire King David community. We continue to pray for the quick and full recovery of all those still receiving treatment. “He heals the brokenhearted and binds up their wounds.” -Psalm 147:3 I sincerely thank the residents of Tingey County, Kaserem, who responded immediately as first responders, together with the regional emergency teams, for their compassion, courage, and tireless efforts in rescuing and caring for the victims. Your selfless service has brought hope to many families during this difficult time. May God comfort the bereaved and grant strength and healing to all the injured children.
