@OkiyaOmtatah Thank our Senator for sharing this. I believe the starting point on ECDE issues should be about generating evidence. Is it possible we conduct a situation (political, economical, and social) landscaping analysis on ECDE in Busia Countybto inform budget making?

Schedule 4 of the Constitution devolved ECDE and Vocational Training Centers (Formerly Youth Polytechnics) Last year I was invited to a multi stakeholder Education Conference by the Busia County Department of Education & Vocational Training to discuss the status of Education in Busia County, in my address I emphasized the following; 1) The importance of the Department adhering and budgeting for functions it’s mandated to by law. 2) Prioritizing building ECDE and VTC infrastructure 3) Hiring of qualified personnel for the ECD and Instructors for VTCs 4) Renewing contracts of ECD teachers that had expired. 5) Provision of Capitation for VTCs and ECDE learners in its mandate to actualize the Right to Education. Way forward: we need to interrogate the Department to provide information on infrastructure development in ECD and VTC for the past FY 2023-24 and what is planned for FY 2024-25. My office will be following up with the Department and County Assembly on this very important matter. I also encourage citizens to raise petitions regarding this with the Otuoma Administration.
