Your doubts are wrong. Units have allocated budgets and training hours they must fly. The hours must be flown, so the money would be spent—it’s not extra spending. They do, in fact, count as official training hours for time on/over target exercise.
And what do you think any flyover is? What do you think Top Gun is? It’s all patriotism, support, and recruiting. If that’s propaganda to you, then fine—thanks for telling us where you are after showing us that you know nothing.
