I'm really looking forward to Verkle trees. They will enable stateless validator clients, which can allow staking nodes to run with near-zero hard disk space and sync nearly instantly - far better solo staking UX. Also good for user-facing light clients. verkle.info

There should be decentralized web hackathons in support of programmers getting arrested. There was a MozFest earlier this year with overlapping themes but the last Decentralized Web Summit was in 2018.

AI in NK? Much is known about North Korea's cyber capabilities, including DeFi hacks. But NK also has a state-sponsored (as if there was an alternative) AI program. Presumably its devs have the same open Internet access as its APTs. But how about GPU/compute for training?
