This mixes up lifting sanctions with risk magically disappearing. Even if the US opens the door tomorrow for Chevron, Exxon or Conoco, most of the problems don’t go away. Sanctions are only one part of the puzzle. You still have legacy PDVSA disputes, unresolved contracts, arbitration risks, ownership questions, plus financing and insurance — and those always come back last, not first. Banks and insurers don’t operate on “the president said so, let’s go.” “Broken infrastructure is a small issue” sounds good on Twitter, but in the Orinoco it means years of capex, diluents, steam injection, logistics, and constant political risk. This isn’t the Permian, where you drill and have cash flow next quarter. And this is exactly where Canada kills the argument. Canada has no sanctions, rule of law, infrastructure, and decades of investment. And even there, heavy oil isn’t a money printer - it’s slow, capital-intensive, and margin-constrained. So yes, sanctions were a problem. But lifting them doesn’t turn Venezuela into Canada. It remains a high-risk supply option, not easy money or a geopolitical jackpot

The Canada point actually cuts against the whole argument. The US already has steady access to huge volumes of heavy crude from Canada. Roughly 60% of US crude imports come from there. The grades fit Gulf Coast refineries, the barrels are insured, pipeline-connected, contractually stable, and politically boring. If heavy crude access were some kind of trillion-dollar jackpot, the US would already be minting money on Canadian oil. It isn’t. The reason is simple: heavy crude economics are about margins, not about how many barrels sit in the ground. High capex, high operating costs, permanent quality discounts and refinery margins are what matter. Reserves alone don’t. Canada is basically the best-case scenario for heavy oil: rule of law, infrastructure, decades of investment. And even there, oil sands are slow, capital-hungry and cyclical useful, but hardly a strategic gold mine. Venezuela is Canada with every variable flipped the wrong way: broken infrastructure, sanctions, legal risk, financing problems. So yes, heavy crude has value. But Canada already proves the point: it gives incremental supply flexibility, not transformative wealth. That’s why the Venezuela thesis doesn’t really hold up.
