SIU Reveals How Six Foreign Pastors Exploited Home Affairs Using Fake Marriages, Forged Documents and Millions in Suspicious Funds to Secure SA Citizenship South Africa's Special Investigating Unit has exposed a network of foreign pastors who allegedly manipulated the Department of Home Affairs to obtain permanent residence permits and citizenship through document fraud. The investigation, mandated by Proclamation 154 of 2024, shows how sham relationships, forged financial evidence, and internal conflicts compromised immigration controls. Key figures include Pastor 1, who secured a PRP in 2018 for himself, his wife, and daughters using a forged chartered accountant letter obtained for R500, backed by dubious proof of a USD 1.2 million cash aircraft purchase from his Non-Profit Company. Pastor 2, a Malawian, and his wife received a retired person's visa and PRP in August 2023 while running an immigration business; over R1.15 million flowed from Pastor 1’s NPC amid FIC-flagged tithe and seed deposits totaling nearly R6 million. Pastor 3 obtained a PRP in 2004 via a life partnership that a South African woman denied, claiming she received only R400 for signing unknown court documents. Pastor 6, Nigerian, started with an asylum permit in 2007, converted it, then used a forged notarial life partnership agreement and suspicious birth certificates for two children born on the same day. The pastors circulated identical fraudulent documents — fake business interests, notary agreements, bank statements, employment contracts, medical certificates, and chartered accountant letters — often entering on visitor or study visas before switching categories. Approvals sometimes involved church-member officials, exposing oversight failures in visa adjudication, naturalisation, and the Movement Control System. This scandal has produced six disciplinary referrals against officials, 100 administrative referrals for deportation, and 275 criminal referrals to the NPA against the foreign nationals and implicated Home Affairs staff. The findings reveal deep systemic vulnerabilities in South Africa’s immigration framework requiring urgent reforms to safeguard borders and restore public confidence.
