Illegal immigrant shoplifter ring caught with over 12k in goods from Lululemon in Illinois. ​This footage captures the moment local law enforcement intercepted a high-end shoplifting ring operating out of a Lululemon store on Western Avenue in Lake Forest, Illinois. Police arrested and charged four individuals traveling in a 2006 Toyota Sienna with felony retail theft: • Romero Velcu (18) was currently living in Gwynn Oak, Maryland • Crina Dunca (32) was currently living in Orlando, Florida (also charged with possession of a theft-detection device remover) • Stefan Florinel (26) was currently living in Tampa, Florida • Rebecca Velcu (26) was currently living in Gwynn Oak, Maryland Responding to a call regarding a group stealing large quantities of merchandise, officers intercepted the suspects outside the store. Initially, the group claimed they did not speak English and spoke Spanish to downplay their connection. However, the investigation later revealed the suspects were part of an organized crew of Romanian nationals traveling across state lines to target high-end retail hubs. ​During a search on a public bench, female officers discovered dozens of tightly rolled athletic garments—valued between $80 and $200 per item—hidden directly underneath the women's long, layered skirts. The crew utilized specialized, hidden compartments sewn into their clothing designed to bypass standard store security protections. In total, over 30 pieces of merchandise were recovered, with a total value exceeding $12,000. Many online have questioned why the suspects weren't immediately handed over to Immigration and Customs Enforcement (ICE). Under standard legal procedure, local police and the Lake County State’s Attorney's Office retain custody first to prosecute the immediate criminal acts and secure convictions. Furthermore, the Illinois TRUST Act strictly limits local law enforcement from cooperating with federal immigration detainers without a federal judge's warrant. Standard procedure dictates that ICE tracks the progression of the state level criminal case and can apprehend individuals upon their physical release from local custody to place them into federal removal proceedings. In other words, Illinois failed to turn them over to ICE for processing as they are a sanctuary state.
