ICE's reign of violence and terror continues in our neighborhoods. This time federal agents shot and killed Joan Sebastian Guerrero in cold blood in Maine. Justice requires a full, transparent and impartial investigation.
Last month, House Republicans sent another $70 billion to ICE and Border Patrol. Federal agents are using our taxpayer dollars to violate our Constitution and laws and to harm and kill our neighbors. There must be accountability as we fight for a dramatic course correction.

2)Clinics:
Hospitals should be encouraged to become systems of satellite Independent and Hospital owned, emergency medicine Rehab, chiropractic, dialysis, affiliated Physicals Partnerships, etc.
3)Pharmacies, An Amazon technology type CMS unit be established to create inventories of medications to distribute to Pharmacies.
4)Elderly Long-Term Care including Independent Living, Assisted Living and skilled Nursing Care be added as a Medicare coverage Part E.
5)Add coverage Part T Dental, Part O Optical, Part H Hearing device coverage to Medicare
b) THE PLACE FOR TECHNOLOGY:
1.Artificial Intelligence (AI) has immediate application in Diagnosis and treatment.
2. A central Health Department computer could read expanded Blood Tests and aid in Diagnosis.
1.Physicians could access a data base of most recent approved treatments.
3.Provider’s Claims Systems should be able to transact claims with CMS with full HIPPA data creating a National Medical Database of treatments and results.
c) Facilities and Medicinal Personnel licensing, Certification and training are the responsibility of the states and Territories. Training for Internal Medicine Doctors and Principal Care Physician should concentrate on Diagnosis , Nutrition and basic treatment.
d) COVERAGE: Policies currently are not standard and may cover only one or several services.
Policies must cover all Individual’s Life Cycle ages possible Services. Products and procedures to be comfortable:
1.Part A Hospital Services,
2.Part B Physicians,
3.Part C integrated Parts,
4.Part D Prescription Drugs,
5.Part T Dental.
6.Part O Vision,
7.Part H Hearing,
8.Part E Elderly
9.Part U Supplemental. A Separate Supplemental optional policy would be available , priced extra, to cover costs of Co-pays for each Part.
a)INSURANCE COMPANIES
Theory of Insurance and operation is that a pool of persons is paying to insure the pool will share in the financial risk and administrative cost. Pools may not discriminate by age. Community-age rating small pools may be age mal-distributed. Attained-age rated are not to be used as it is directly age discrimination.
The Company can make money by investing Revenue to make a profit by rating the loses to be lower than will actually occur and reinsure with others to take risks on claims in excess of anticipated or unexpected events or claims in excess of estimated.
Approval of Rating by Insurance Company pools is the Responsibility of the States.
Insurance companies compete by making a profit to cover cost of claims, administration, profit from investments, net cost of reinsurance, cost of taxes.
Insurance Company wanting enter a State market must have access to funds to cover all costs during the first three years of claims experience before claims experience is adequate data for reasonable Actuarial accuracy.
If the States allow too many to enter their Market, the pools may become too small to be effective. The competition is on which Company has the lowest Premium Price as all policies are the same.
b)Federal Medicare controls the Prices of Government Policy Premiums, Services and products. Premiums for members could be different for different groups. For instance assuming all pay FICA:
Elderly may be 100%,
Disabled minus 5%,
Congress 50%
Government Employees 80%,
Veterans 1/20 % per year of service up to 100%,CMS Insurance Company Revenue and Claims must be collected and paid equitably, uniformly, quickly by CMS and settled with Companies monthly.
c)Costs of administering CMS will be at government cost. CMS is already processing Medicare Transactions with equipment add programming and would relieve Companies from cost and complexity.
d)TAXES and INENTIVES: There needs to be incentives to establish more Medicare resources and reduce costs.
