I had problems with cutworms and aphids on my vegetables every year until I stopped using bagged soil completely. Never had to deal with hammerhead worms though. Now I just till/turn the dirt with compost and don’t have more cutworms than the wasps and Anoles that hang around can handle naturally and aphids are usually localized where I can sprinkle cayenne powder in the area and they’re gone.
