You don’t need to put it on a “scale”. Donald Trump is a Russian asset, and the Russians have a long history of staged assassinations:
The Hungary/Orbán Plot
To aid Hungarian Prime Minister Viktor Orbán in an upcoming election, operatives from Russia’s foreign intelligence service (SVR) proposed “the Gamechanger” — a staged assassination attempt designed to stir his supporters.  The Washington Post broke this story on March 21, just three days ago.
The plan appeared in an internal SVR document obtained and authenticated by a European intelligence service. The document argued that a staged attack could fundamentally reshape the election campaign by shifting attention away from voter frustration and toward security fears. 
Russian intelligence explicitly cited the staged assassination of Donald Trump in summer 2024, with Russian officials believing that incident directly contributed to Trump’s 2024 election victory. 
The election context explains Moscow’s urgency — polls showed Orbán trailing opposition leader Péter Magyar, a former Fidesz insider running on an anti-corruption platform. Beyond the assassination plot, additional documents described AI-generated videos targeting opposition candidates and fabricated allegations, including forged documents and photos, spread through national and social media. 
Other Examples of Russia Staging or Fabricating Assassination/Attack Scenarios
Russia has a long documented history of this tactic:
1. The 2023 Kremlin Drone “Assassination Attempt”
The Institute for the Study of War concluded that Russia likely staged an alleged drone attack on the Kremlin — framing it as a Ukrainian assassination attempt on Putin — in order to justify increased domestic mobilization and frame the Ukraine war as existential to Russian audiences. 
2. The 2022 Staged Arrest of “Ukrainian Assassins”
In April 2022, the FSB staged the arrest of would-be Ukrainian assassins of Russian propagandist Vladimir Solovyov. The footage published by the FSB was found to implicate the FSB itself as having staged the arrest — the props included Ukrainian passports, weapons, and three expansion packs for The Sims 3 video game, apparently the result of someone misunderstanding an instruction to “get 3 SIMs.” 
3. Pre-Invasion Ukraine False Flags (2022)
Before Russia’s 2022 invasion of Ukraine, U.S. intelligence officials published details of a Russian plot to fabricate a graphic video as a pretext for attack, apparently intended to include staged explosions, corpses, actors, and mourners. 
4. The 1999 Russian Apartment Bombings
A number of historians and investigative journalists have argued the 1999 Russian apartment bombings — officially blamed on Chechen terrorists — were a false flag operation coordinated by Russian state security services to win public support for a new war in Chechnya and to bring Putin to power. Independent investigations faced severe obstruction, and two key investigators died in apparent assassinations. 
5. Cold War and Soviet Precedents
Each major Soviet military intervention — Hungary in 1956, Czechoslovakia in 1968, and Afghanistan in 1979 — was accompanied by Soviet deception operations including false flags. In 1968, the KGB fabricated incidents to justify intervention in Czechoslovakia. 
The recent Orbán proposal fits a well-established Russian playbook: manufacture a crisis, trigger an emotional security response, and suppress rational debate about economic or governance failures.

Largely unseen POV video from @TheWashigtonPos from Trump's fake assassination attempt in Butler, PA.
We can see that the flag is lowered into position for the photoshoot between 16 and 19 seconds in the video as the photographers are ushered in. It takes the Secret Service over 45 seconds from him seen on floor behind podium, to get Trump down the stage stairs towards the car. And the agent in front of him is a very short woman, perfect for that frontpage shot which appeared in the media.
