This is the basis for decisions like Ka’adan, where the Court ruled that Adel Kaadan, an Arab citizen, must be permitted to reside in the community of Katzir and that excluding him on the basis of religion was discriminatory. The absence of a single codified constitution does not reflect an attempt to avoid equality. Several democracies function without one. The United Kingdom has an uncodified constitutional order built on statutes, conventions, and judicial precedent. New Zealand has a partly codified framework.
