Level 1: critical production like Orot Rabin power station that would cripple the whole system. Level 2: urban/industrial hubs in central Israel. Level 3: regional substations. This is Russia actively helping Iran plan strikes on Israeli civilian infrastructure during an active war. They're literally providing the targeting data. Iran's already threatened to hit energy and desalination plants across the Gulf. Now they've got Russian intel on exactly which Israeli facilities to strike for maximum damage.
