The Babylonians were not Achaemenids, and the Achaemenids did not preserve Babylonian heritage in a direct sense. Like many other civilizations they adopted and built upon elements of the cultures they conquered or encountered. Literally as what happened with Arabs after colonization of Iran. Or Roman conquest of Greece. the Romans absorbed Greek philosophy, art, and religion without becoming Greeks. the Achaemenids inspired from Babylonian administrative traditions, royal symbolism, and imperial practices while remaining a distinctly Iranian empire. Modern Iraqis are not Babylonians, just as modern Iranians are not Achaemenids or even Sasanians. However, a minority in both societies actively preserves those historical traditions and gives them continuity by educating themselves, practicing those traditions, and accepting the cost of doing so. That minority exists in both Iran and Iraq (and it is growing). Simply being born in Iran or Iraq does not automatically make someone an heir to the heritage of those lands. Heritage must be consciously preserved through knowledge, practice, and sacrifice, especially after centuries of Arab colonization. I would argue that Iranians have paid a much higher price than Iraqis in preserving their pre-Islamic heritage. They retained the Persian language, which provides a far stronger connection to Sasanian texts and, by extension, to the broader Iranian tradition with which the Sasanians identified and which they saw as continuing the Achaemenid legacy. Iraq, by contrast, underwent extensive Arabization, resulting in a much greater break in continuity with its ancient Mesopotamian heritage.
