The only reason they are generating the PO later is to force-facilate 3-way matching & to allow an accounting entry to be made, and payment to go through.
Theres reason why a "purchase order" is called a "purchase order". To order a service.

@Sunflowerreal @de_lungsta At our company, the head of a department submits invoices from the service provider, signs that the work was done, and signs a purchase request form.
When they are assessed, a purchase order is generated and sent to the accountant who does the payment.

They then gave him an example of other Tshwane officers who said they issued PO's, and then he characterised these as a "letter of award". It serves him to call it that to explain the misnomer he caused.

They usually do this in retrospect. What he says is what happens but he probably needs to clarity when it applies and when it doesnt.

I’ve come across Gareth Mnisi a number of times while covering Tshwane and he’s exactly as he is today; sharp and incredibly well informed about the technical aspects of municipal processes.
A conspicuously stark contrast to the previous witnesses who’ve appeared at Madlanga.
