They use pufferfish. When a pufferfish gets threatened, it releases a potent neurotoxin. The dolphins figured out that if you bite the fish just gently enough, a tiny dose won't kill you, it just completely alters your perception.
So they pass it around to their friends like a joint, taking turns for 20 minutes straight. Afterward, they just float near the surface, barely moving, staring off into nothing.

@jerrycurld In India, clear, clean water is a precious commodity. So daily bathing is seen as wasteful and some even insist on washing clothing at the same time to maximize it's value. Hygiene is skirted in most Indian cultures, but is generally tolerated as "natural" and not inconsiderate.
