@PigeonsTinHat @matpolloy The Partisans aren’t a conventional army, using guerrilla tactics is the only combat advantage they have against the Empire. In that environment civilians can’t always be safe, even if its still good to avoid casualties.

Can someone please point to where Saw says “I want to kill civilians” bc this gets brought up all the time and I have read, played or watched pretty much all Saw content out there. Civilians get caught in the crossfire multiple times but are NEVER the target.

You'll note that the Alliance 2 Restore the Republic excommunicated the Partisans because they were dirty thugs, while the Alliance at least tries to follow the rules of war.
