No es la primera vez que el Polisario ataca a civiles. En los años 70, los trabajadores saharauis de Boucraa fueron atacados. En los años 80, pescadores españoles se convirtieron en objetivos. Los haratines mauritanos sufrieron abusos y torturas en campamentos controlados por el Polisario. Y durante los últimos tres años, civiles en Smara han sido repetidamente amenazados por proyectiles del Polisario y misiles iraníes de corto alcance. Si el ataque deliberado contra civiles, a lo largo de décadas, fronteras y comunidades, no es terrorismo, entonces la palabra ha perdido todo significado. La comunidad internacional no puede seguir romantizando a un movimiento armado mientras ignora su largo historial de violencia contra civiles.
