Colorado has 7 active, state-permitted cloud seeding programs as of 2026
The 7 Permitted Programs:
- Central Colorado Mountains River Basins: Managed by Colorado River Water Conservation District, Front Range Water Council, and ski areas (Breckenridge, Keystone, Winter Park). This covers three sub-areas but counts as one program.
- Vail/Beaver Creek Program: Ski areas in Eagle County
- Upper Gunnison River Basin Program: Gunnison County and Upper Gunnison River Water Conservation District.
- Grand Mesa: Water Enhancement Authority (including Collbran, Fruitland Mesa, Crawford Water Conservancy Districts, and Grand Mesa Pool).
- San Juan Mountains Program: Covers areas like Telluride, Purgatory, and southwestern basins (e.g., Dolores, San Miguel rivers).
- North Platte Basin Airborne Cloud Seeding Project: Aerial operations in northern Colorado.
- North Platte Basin Ground-Based Program: Ground generators in the same basin.
Again this is a mix of private and taxpayer funding through government programs, agencies and grants
