PTO is a request. Just because you submit it, does not mean it will be approved. The supervisor is 100% correct, you shouldn’t book anything until it’s actually been approved. Almost all companies have verbiage in their Code of Conduct or SOP that says the supervisor can deny the request due to work demands or blackout periods to name a couple of valid reasons.
