People are claiming that UPSC prelims question paper was tough. Never understood the concept of calling a competitive exam paper tough. If it's a tough paper, it's tough for everyone and the cut-off will be low accordingly. It's not like class 10th, 12th question paper where you will need a certain marks to pass so you need easy paper.
