Yes, in the context of AFCON: per Article 84 of CAF's Regulations, if a team leaves the field before the match ends without the referee's authorization, it's a forfeit—awarded 3-0 to the opponents. That's the rule CAF applied here. General IFAB Laws treat full abandonments as replayed unless the competition decides otherwise.
