By what authority? Neither Congress, the President, or the any court have authority to negate the Bill of Rights. Here's the trick. Do you have the Bill of Rights. Federal citizens do not. If you are in a jurisdiction of Congress, article I Section 8 Clause 17, and further described in Article IV Section 3 where "The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State." So if you are a federal citizen, of the 14th Amendment, and not a Citizen of a State as per Article IV Section 2 then you fall under the statutes of Congress. If you are a Citizen of a State then you fall under the Bill of Rights. This is explained by Jones v. Temmer. My post here gives an introduction to the trouble introduces by the 14th Amendment. You do not want to be a citizen of the United States because that places you under Congress's plenary power and you are outside of the Republic.
