Yesterday’s exchange between @AnitahAmong and @norbertmao at the @NRMONLINE Kyankwazi retreat felt like catching two people mid-conversation in a room where the real agenda had already been set before anyone else walked in. The Speakership race has barely kicked off, but you can already sense the bigger conversations quietly shaping it. Both natural and supernatural. Anyway, what’s really caught my attention lately is Hon. Mao’s two-tier Parliament idea, which he floated earlier this year. He suggested a restructuring that would effectively introduce a second layer within Parliament, aimed at improving representation and how the House functions. And while people have had mixed feelings about it, it is not an entirely new conversation. Back in 2018, former prime minister @AmamaMbabazi and former Speaker @RebeccaKadagaUG advanced the proposal for a bicameral legislature, allowing for the creation of a second chamber. What makes it even more interesting is that long before any of this started sounding familiar, @Prophet_elvis foretold what he termed something “strange and mysterious” in which he saw a Parliament 01 and Parliament 02 and subsequent plans being made to see to its implementation. At the time, it didn’t quite land as much as it does now. So, looking at that and then watching how things are unfolding right now… is it too early to read into where this Speakership race might go?
