Ready na? Paano yung institusyon? Paano natin sisiguruhin na ang interes ng mamamayan na kanilang pinaglilingkuran, at hindi ang makasariling interes, ang mananaig? When institutions created to uphold justice and protect the people lose their moral authority; when they are instead used to shield those who violate the law; when agencies meant to enforce accountability become instruments of protection for the powerful, public trust erodes and the rule of law is weakened. Sad, di ba? Paano naman tayo aasa, kahit pa sabihing ready na silang mga Senador? The Senate is a democratic institution designed to represent the people, craft laws, and serve as a check on the powers of the executive and other branches of government. Malinaw naman, hindi po ba? Its primary function is not merely to pass legislation, but to safeguard accountability, uphold the Constitution, and ensure that public officials act in the interest of the nation. Through inquiries, oversight hearings, and budget scrutiny, the Senate is meant to expose abuses, protect public funds, and give voice to citizens’ concerns. Mabigat na tungkulin, di po ba? As an institution, its credibility depends on its independence, integrity, and willingness to place truth and public welfare above partisan or personal interests. Yun lang, wari’y sa mga nakaraang pangyayari, yung kabaliktaran ang ating nasaksihan. May paulit-ulit na nagla-live at sinasabing, “The Senate is under attack!” Pero parang ang hirap paniwalaan. Hindi tayo basta makaka-move on at sabihing, “Yes, ready na sila!” For if we do so, there exists a danger. And the danger is not only in the wrongdoing itself, but in the message it sends: that influence and connections can place certain individuals above accountability. Ang kapal lang, di ba? Sobrang garapal. A democracy cannot function properly when institutions serve personalities instead of principles, or when loyalty to power takes precedence over duty to the people. Pagpasensyahan na. Sa loob ng mahabang taon ng aking paglilingkod-bayan, nakasanayan nating igalang ang institutions at gawin ang makakaya upang palakasin ang mga proseso at sistema, kilalanin ang pagiging banal ng serbisyo publiko, at sa tuwina ay unahin ang interes ng bayan kaysa sa sarili. Hindi natin iniinda kung sino ang nakaupo. Trabaho lang. Pero may bigat ang katagang ’yan. Nakalulungkot lang talaga na karamihan sa mga nabigyan ng kapangyarihan nitong huling administrasyon, at ilan sa mga nakaupo sa kasalukuyan, ay mas handang ipaglaban ang kapakanan ng iilan bilang pagkilala ng utang na loob sa nag-appoint sa kanila, kung hindi man dahil sa pagkabulag sa kapangyarihan.
