The bridge in the photo is an old structure that was damaged by a typhoon in 1935. It is no longer in use. I don’t understand why the governor is comparing this image to a policy he wasted budget on. If you look at the photo, you can see a new bridge standing beautifully in the left corner, it is a well-known landmark in Florida.
