But poor women, Dalit women, Adivasi women, migrant women, disabled women, Muslim women, queer women.

This is why domestic violence is not merely a family matter.
It is also a housing issue, labour issue, caste issue, class issue, healthcare issue, governance issue, public safety issue, and gender justice issue. Very often, these become the real emergency infrastructure.
