So, as I understand it, when #EssaSuleiman was tasered by the #MetropolitanPolice he was NOT incapacitated, at least according to #MarkRowley! If so, what's the point of a taser if it has to be followed up by repeated kicks to the head by several police officers?

@tozdee57 @EngineerLondon He was not incapacitated, you simply do not know that, you simply assume based on your limited understanding. As for mental, officers on scene know nothing of him or his past, they deal with the threat in real time, not armchair time

@tozdee57 Tasers are not 100% effective, thereare several factors that affect their effectiveness. Regardless of whether Tasered or not, until the weapon is out of his hands and he is restrained he still poses a very real threat. Its best not to comment on things you do not understand
