It appears that this post was written by someone in the USA and then sent to Rahul Gandhi to post from his account. My guess is that it was written in George Soros’s office in New York. The word "gerrymander" is typically used in US politics for delimitation. This word was coined by former US Vice President Elbridge Gerry in 1812. The writer of this post was apparently not aware that this word is not commonly used in India and you can't expect the brain from Rahul Gandhi.
