Religious people feel bad after they masturbate because of moral conditioning. They are taught from childhood that sexual thought or self-directed sexual behaviour are impure, selfish and disappointing to god. They become trapped in a guilt cycle... desire → act → self-condemnation → vow never again → deprivation → stronger desire. If a child is taught ordinary sexual development make him/her dirty, defective, condemned, or fundamentally bad, it is deeply distressing and leave lasting shame. I other words, it is child abuse.
