Every sport has conferences and divisions and rarely are they equal. That's why UEFA and COMMEBOL get the most spots.

FIFA expanded the World Cup from 32 to 48 teams. UEFA, where Italy and Denmark play, took the biggest share with 16 slots. Haiti and Curaçao are from CONCACAF, not Europe, and they earned their places by competing in qualification and taking advantage of the expanded field. The World Cup is not an entitlement cup. Nobody gets in by reputation alone. Everyone has to earn it. Including Italy and Denmark.
