Also the interesting thing about Minsk is that while the population of Belarus itself has been decreasing (it was 10 million when I was born, it’s 9 million now), Minsk continues to grow rapidly. It only lost some population recently (I assume because of political crackdowns)

Minsk has about 2 million people. The next largest Belarusian city is Gomel with 500k. A little over 20% of Belarusians live in Minsk. So it's quite a 'primate' city by European standards, especially for a country which isn't *that* small in terms of population (and certainly not by geographical size). By way of comparison, about 9% of Russians live in Moscow - obviously a much bigger country and city. Maybe a little higher if you factor in Moscow's greater relative sprawl. But if Minsk was a Russian city, it would in any case be the country's third city, ahead of Yekaterinburg (1.5m) and Novosibirsk (1.7m).
