Well it turns out that Makyura's Judgement turns off the Vaalmonica players ability to use the Damage Effects of their cards. Incredible game design from @YGO_DL_Official @Konami So glad we test this stuff out. :)

Not sure why people are saying the Xenoverse 2 collab characters are not coming back. For the 40th anniversary Goku and Gohan units they specified multiple times during reveals and in-game that there was a chance they might never return. This has not been stated even once for these Xenoverse units. Safe to assume they'll be treated like PUR and GRN Android 21.
