NEW: ‼️ Republicans Could Easily Flip CA-13 in 2026 – Why Settling for Failed Mayor Kevin Lincoln Is a Recipe for Disaster‼️ @NRCC The Republican Party must field stronger, more capable candidates if it truly wants to keep the House & compete and win in tough races, particularly in California. Former mayor of Stockton, CA, Kevin Lincoln @KevinLincolnCA is actively positioning himself to become the GOP nominee for California’s 13th Congressional District in 2026. In the 2024 congressional election for California’s 9th District, Lincoln ran against & lost to incumbent Democrat Josh Harder. Lincoln announced his campaign shortly after voters passed Proposition 50, which redrew district lines & placed parts of Stockton—including much of his former mayoral jurisdiction—into the D-leaning CA-13, now held by Democratic Rep. Adam Gray @RepAdamGrayCA. Lincoln, who served as Stockton's mayor from 2021 to 2025, frequently highlighted his executive experience on the campaign trail. However, his time in office coincided with significant challenges in two key areas that dominated local concerns: homelessness & public safety. According to the 2024 Point-in-Time Count released by San Joaquin County authorities, the county's homeless population more than doubled from 2,319 in 2022 to 4,732 in 2024—a 104% increase, with 73% of individuals unsheltered. Stockton accounted for the majority of the county's homeless individuals, recording 2,996 in the 2024 count, or more than 63% of the total. Much of the growth in unsheltered homelessness occurred within city limits during Lincoln's term. Lincoln's administration pursued initiatives including "compassionate enforcement," expanded services & resources, & repeated calls for "actionable steps" in his State of the City addresses. Despite these efforts, visible encampments persisted, & the measures failed to reverse the upward trend amid broader regional & statewide pressures. On public safety, Stockton continued to rank among California's more dangerous cities during Lincoln's tenure, with persistent issues tied to homicides, gang activity, & violent crime. While some programs, such as the city's Ceasefire model for gang violence reduction, received positive academic evaluations, overall violent crime rates showed no major sustained declines in key categories, according to local crime data & rankings. Lincoln lost his 2024 race against Democrat incumbent Josh Harder in CA-9 by roughly 4% points (48.2% to 51.8%). The redrawn CA-13, now rated as leaning Democrat by 2 points, presents a competitive but uphill challenge for Republicans. Democrats hold a registration advantage, though the district's Central Valley dynamics & inclusion of Stockton make it a target for GOP gains in the House if a stronger nominee emerges. In addition to losing his last congressional race, Lincoln’s associations make it hard to believe that he’s a solid MAGA conservative. His social media is full of photos of himself praising radical Left & pro-open borders California Senator Alex Padilla & Governor @GavinNewsom. Additionally, many have referred to Lincoln as a “McCarthy Puppet”, as it was disgraced former House Speaker Kevin McCarthy, who was forced out of his seat as Speaker, who encouraged Lincoln to run for Congress. Kevin Lincoln’s dismal track record is a proven disaster. How on earth would electing him to represent California’s 13th Congressional District, a D+2 seat, make its residents any safer? If the GOP has a stronger GOP candidate in CD-13, they have a shot at flipping a Blue Democrat seat Red. Sadly, selecting Lincoln as the GOP nominee will prevent this from happening, as his record of success is bleak. Politicians who have already betrayed their constituents have no place in public office. We cannot afford to lose the House in 2026. The GOP must only put forth candidates who can win, & Kevin Lincoln cannot win this D+2 seat that a strong GOP candidate could & should easily flip. RECEIPTS👇🏻
