At the Tehran Conference on November 28, 1943, during a private meeting with Joseph Stalin, President Franklin D. Roosevelt (FDR) expressed strong agreement that French Indochina (which included modern-day Vietnam, Laos, and Cambodia) should not be returned to French colonial rule after World War II. The official U.S. State Department minutes (Foreign Relations of the United States, or FRUS) record this exchange: Stalin first stated that the Allies should not “shed blood to restore Indochina… to the old French colonial rule,” adding that “France should not get back Indochina” because the French had to “pay for their criminal collaboration with Germany.” FDR replied: The President said he was "100% in agreement with Marshal Stalin and remarked that after 100 years of French rule in Indochina, the inhabitants were worse off than they had been before." He then described discussions with Chiang Kai-shek about a postwar international trusteeship system (under what would become the United Nations) to prepare Indochina’s people for full independence in perhaps 20–30 years, modeled on the U.S. approach with the Philippines. Stalin “completely agreed with this view.”
