And then go through the DfE and find the people - not the committee, or the steering group, or any other nameless bureaucratic entity, the actual people - who made this decision, and fire them. This is their typical behaviour - they hide behind bureaucratic structures, and use 'guidance' or 'protocol' as cover for their actions. In reality these decisions are taken by individuals, and the ones like these who have victimised this teacher need to be removed from poisons of power.
