A Statement by DBATQ Panthers National Network on Transgender Persons (Protection of Rights) Amendment Bill 2026 This statement comes from the Dalit Bahujan Adivasi Trans Queer Panthers National Network — a network of DBA trans and queer individuals and organisations across the country standing in collective resistance to reject the proposed amendment to the Transgender Persons (Protection of Rights) Act, 2019. At a time when trans rights must be strengthened, this amendment removes self-identification and centralises control over identity, deepening gatekeeping and reinforcing state and familial control. It disproportionately impacts Dalit, Bahujan, and Adivasi (DBA) trans communities, whose lives are shaped by caste-based discrimination, institutional barriers, and fragile access to care and recognition, thereby intensifying caste-based exclusion and structural injustice rather than addressing it. Through this statement we reiterate our demand for Horizontal reservation. Please sign it if you identify as queer-trans or any other gender-sexual variant community and belong to SC, ST & OBC communities. We will use the signatures to expand this network and strategise further course of action to centre Social Justice within the LGBTQIA+ movement.
