Many schools put off Tier 2 work because Tier 1 is not robustly in place. While Tier 1 is the foundation of prevention, there are students who need Tier 2, and waiting until Tier 1 is fully in place means those students' needs will not be met. Focus on Tier 1 & Tier 2 together.
