The issue with housing decommodification is that housing is not a fungible commodity like water or electricity.
If you receive electricity or water, it's exactly the same product regardless of provider.
But housing differs massively in location, architecture, type of building. Two identical units can fetch different prices depending on minute differences like how the sun hits them. Everyone has different preferences, and the job market creates further complexity since people generally want to live close to their work.
All this makes it impossible to centrally plan housing allocation without massive inefficiency. Only a price system can process that much information.
And notably there still is a market for electricity and water, people have to sign contracts and pay for it by how much they use. We literally have futures and spot markets for electricity.

Nearly 25% of Paris housing stock is social housing and the housing crisis is worse than ever. I was told just having enough social housing would solve the housing crisis.
Instead they're now imposing rent control on the remaining private stock and going after AirBnB.
Now the next social housing target is 40% by 2035. The definition of doing the same thing and expecting a different result.
the deal should be, you can have social housing and in return you also let the private sector exist in peace. but this doesn't seem to happen.
