My proposal to fix the NBA Draft Lottery with a three-tier system including 22 teams that fairly flattens odds: 1-4: 8.5%; Top 4 = 32.4% 5-10: 6%; Top 4 = 23.9% Play-In/First Round: 2.5%; Top 4= 10.6% This idea eliminates tanking of the Play-In for better draft position, while also protecting the truly awful teams from being stuck at the bottom forever. Only a 6% difference among 22 teams at landing No. 1 overall, including a true shot in any tier to hit top-4 luck.
