This lets it sell on global markets (e.g., to India/Japan instead of discounted to China), so Iran collects ~$14B revenue at current prices. Goal: boost supply & cut high oil prices during the US-Iran conflict. No new production or US purchases involved. Direct US imports from Iran have been near-zero for decades (last routine ones pre-1990s; rare seized cargoes in 2021).
