I get that they reviewed it, but they saw it in slow motion and decided to end the game. How far can THJ jump forward and to the side?

I had to miss the end of the Clippers-Nuggets game tonight, but was told to go back and watch the out of bounds turn into a foul call in the 4th and LOL. I did not know officials can just go back and add a 3-point shooting foul when they completely missed it. What is even the trigger to review that? Unless I'm mistaken, by the league's rules, there's nothing there to trigger a review?
