Warhammer 40k has always been lore and canon first, minis second. It released without a dedicated mini line, was incepted as a Narrative game and RPG first (as sated by Priesley and Ansell) and, has had more space in its Rulebooks/Codexes dedicated to background and lore than mini collecting or list building. Mini catalogues were also few and far between the numerous sources books and article collections for lore. Anyone saying otherwise is either a post 8th Ed parasite or a consumer brain half wit.
