You can't survive, let alone de-dollarize, if your cargo is stolen or sunk. Trade must be physically possible. You can't have a Pirate State harassing your entire setup -- from the gas fields/oil wells, to the refineries, to the trade routes. You must establish deterrence. I don't see any for now.
