NEW: Miami police officer fires on a driver outside of a music festival near Bayfront Park in Miami, Florida. According police, an officer was directing traffic when a man driving a car made contact with him. According to CBS News, both the officer and the driver were sent to the hospital. The driver, 21-year-old Menelek Clarke, underwent surgery. He was in critical but stable condition, as reported by NBC Miami. “My brother does not have a weapon on him. There’s no weapons, nothing,” the sister of Clarke said. “He wasn't carrying anything.
