Chairman of the Committee on Public Finance (CoPF), Opposition MP Dr. Harsha de Silva, says officials have informed the committee that 10 government debt repayment transactions meant for a relevant party in Australia had not reached the intended recipient. Speaking after today’s CoPF meeting, Dr. de Silva said the total value of the 10 transactions was USD 2.5 million, carried out between November and January. Treasury Secretary Harshana Suriyapperuma and senior Finance Ministry officials appeared before the committee today, along with senior Central Bank officials. Dr. de Silva said red flags had emerged in January, while it was only in March that authorities directly confirmed that none of the payments had reached the relevant party in Australia. He said internal inquiries had been initiated by the Finance Ministry, with Sri Lanka CERT also informed, while the CID and courts will determine those responsible. The CoPF Chairman said the committee had identified serious gaps in processes, including why Parliament and the committee were not informed earlier. The Finance Ministry has been given one month to submit a full report with evidence. He added that if the funds are not recovered, the burden may ultimately fall on taxpayers. (Newswire)

The Secretary Treasury cannot refuse to attend the Committee on Public Finance of Parliament when summoned. In the past even Ministers of Finance have attended #CoPF meetings and answered questions. Parliament must have total control over Public Finance in terms of Article 157, and any demur by the custodian of that Fund to be accountable to Parliament must be dealt with severely under the Parliament (Powers and Privileges) Act and the Standing Orders. @HarshadeSilvaMP

Given news alerts from various news outlets that ST is coming to Parliament COPF today on the USD 2.5m matter and multiple calls to me to confirm: Here it is. I do not know and I have not been informed. However I did not accept his refusal to be present today and request for another day. I have written to him and told him that. The Committee will meet as planned.

After my absolute refusal to accept postponement of the summons, the Secretary to Treasury and senior officials attended the COPF meeting along w @CBSL. All members of the Commitee were present and participated in the meeting in a most professional manner immaterial of political affiliations. It was revealed that 10 payments totalling USD 2.5m had been robbed from the treasury from Oct 25 through Jan 26. Notwithstanding red flags being raised the process had continued and officials had made payments upon approvals being obtained from multiple reporting layers. We were astonished to find the massive gaps in procedure which had been manipulated to commit this crime over four months. Serious questions remain as to why audits did not pick up the tell tale discrepancies. While it is the duty of law enforcement to track down criminals our responsibility is to continue oversight on public finance in general and in this case debt repayment in particular. On that count, I took the strong position that it was the duty of the Treasury to inform us and not be told by outsiders. Their excuse of sensitive nature of the matter etc was not accepted. ST had obligations under several Acts and FRs to inform the FIU within 48 hours, to get an initial report within 7 days and have the complete report submitted to Auditor General and Parliament within 3 months etc. While there is discrepancy on when exactly the Treasury found out about the crime, they informed us that they had initiated all such action, evidence for which we directed the officials to submit to us along with all relevant details. Next session on the matter will be held in four weeks at which point we will decide on further action. #SriLanka #cybercrime

An ST who thinks he's above the reproach of Parliament is a dangerous thing. And it's a consequence of having politician from the ruling party in job that should've gone to an experienced Treasury official.

ST has informed me now that he is not able to present himself at the Committee on Public Finance tomorrow to discuss the issues regarding the missing USD 2.5m. This is unacceptable as the Constitution of #SriLanka places full control of public Finance with Parliament and by standing order COPF is DIRECTLY RESPONSIBLE for OVERSIGHT on DEBT REPAYMENT among many other important matters. Thus, him being summoned is not an act of discretion but a constitutional duty of the Committee. He has to answer questions by the committee. And he had the opportunity to put the ‘record straight’ if by any chance he was being wrongly accused. But why is he running away? What is there to hide? As the incumbant ST he has a responsibility. He must fulfil that responsibility or if he cannot, he must give it to someone who can. This is also personal to him since he is the first ever politician to occupy this important civil service position; he sat as an MP of the JVP/NPP government and even as a member of our Committee till the day before this appointment. This high handed act shows total lack of respect for the parliamentary system of checks and balances that is so critical post-crisis [that is why the COPF is chaired by a member of the opposition since the 2022 meltdown]. It is a kick in the face of the promised ‘system change’ the people of this country voted for. It is also a breakdown of the undertaking to @IMFNews on governance. His excuse is that President will address Parliament next week and he can come by thereafter. That is not acceptable and unrelated.
