Notwithstanding some fundamental religious state questions to this issue, I have one practical concern: If the rabbinical courts claim that they don't have the manpower or resources to see in a timely fashion all the cases of agunot and spousal abuse, why are we adding more to their plate without increasing their budget for more resources? Who will pay the price for these new responsibilities? Will it be an additional backlog? Pushing aside dealing with abused women.
