🔴 The proposed amendment to Sri Lanka's Companies Act introducing a Beneficial Ownership (BO) register takes positive steps towards transparency but fails to meet international standards. Key findings highlight two significant gaps in the Bill: 📌 𝐋𝐚𝐜𝐤 𝐨𝐟 𝐕𝐞𝐫𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐌𝐞𝐜𝐡𝐚𝐧𝐢𝐬𝐦𝐬: The Bill does not establish a way to verify the accuracy of BO information submitted, undermining its integrity and compliance with FATF standards. 📌 𝐋𝐢𝐦𝐢𝐭𝐞𝐝 𝐏𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐜𝐞𝐬𝐬: The register restricts public access to BO data, contrary to international recommendations that stress open access for combating corruption, money laundering, and illicit financial flows. To align with international best practices and fulfill IMF commitments, the Bill must ensure verification mechanisms and broader public access to BO information. The event brings together government officials, civil society leaders, and policymakers from across the Asia-Pacific region, along with global and regional partners to discuss progress on key open government initiatives and associated challenges. Mr. Jayatilleke attended as a delegate at workshop for regional youth leaders and Ms. Gunaratne was a panelist on the sessions 'Impactful Integrity Reforms in a Window of Opportunity', 'Legislating for Beneficial Ownership Transparency', 'It Takes a Network: Building Stronger Integrity Systems Through Collective Action' and 'How Economic Development, Democratic Security and Open Government Go Together'
